Do food businesses legally need a pest control program?
Yes, in effect. Standard 3.2.2 of the Food Standards Code requires food premises to be kept free of pests and requires businesses to take all practicable measures to prevent pests entering, harbouring or breeding on site. The Code doesn't prescribe a specific method, but meeting that outcome in practice means running an active pest-management program, prevention plus a documented response when pests are found, which is what councils and EHOs expect you to evidence.
What pest records do councils want to see?
Environmental health officers typically want dated inspection records showing who inspected, what they found, what action was taken and when the next inspection is due; the pest contractor's own reports; and evidence of how any sightings were actioned and resolved. A contract on the wall proves you've engaged a contractor but not that the program is active, the underlying records are what demonstrate compliance.
Do I still need a pest control contractor?
