Why Catering Is the Hardest Food Safety Environment Off-site catering and event service magnify every food safety risk that exists in a fixed kitchen. Food is prepared in one location, transported (sometimes for hours), held in equipment that wasn't designed for it, and served at scale to people whose dietary requirements you may not know in advance. The high-profile food poisoning cases in Australian media most often involve weddings, conferences, or community events — not restaurants. Caterers are bound by the same Food Standards Code as fixed-premises businesses, with additional state-level requirements for temporary food premises (notification to local council in NSW, registration via Streatrader in Victoria, and similar in other states). Most caterers are Category One under Standard 3.2.2A — they need an FSS, documented training, and HACCP-aligned monitoring. Notification, Registration, and the Temporary Premises Rules Off-site catering and event service typically require notification or registration with each local council in which the event takes place. In Victoria, mobile and temporary food businesses register through Streatrader , the centralised portal run by the Victorian Department of Health . In NSW, caterers operate under guidance from the NSW Food Authority and notify their principal council. Failing to notify is itself a compliance breach, separate from any food safety issue at the event. Menu Design and Risk-Tiering The food safety design of a catering menu happens before you cook a thing. Tier every potential dish by risk: Low risk: shelf-stable, dry, or low-water-activity items (breads, biscuits, hard cheeses, cured meats served cold). Medium risk: cooked items served cold from refrigeration, salads with no protein. High risk: hot-held cooked proteins, cooked rice/pasta dishes, dairy-based desserts, raw fish/meat presentations, anything held above 5°C and below 60°C for any duration. For high-volume or off-site events, lean toward dishes that can be held safely — slow-braised proteins, robust cooked vegetables, items that hold at 60°C+ without quality loss. Avoid menu choices that demand sub-five-minute service windows in a venue with no kitchen. Pre-Event Preparation Most caterers cook the bulk of their food in a central commissary kitchen, then transport. Cooking 24–48 hours ahead, blast-chilling to ≤5°C within 90 minutes, and reheating on-site to 75°C+ is far safer than cooking and hot-holding for hours. Document the cook-chill cycle: cook end time/temp, chill start time/temp, chill end time/temp, refrigerated storage temperature, transport temperature, reheat temperature. Transport: The Highest-Risk Step Transport is where catering food safety is most often lost. Vehicles are not designed as refrigerators, journey times are unpredictable, and loading and unloading both expose food to ambient temperature. Cold transport Use insulated transport boxes pre-chilled with ice packs or eutectic plates. Pack chilled food directly from cool room into transport — never let it sit at ambient first. For journeys longer than 30 minutes, use a refrigerated van and document the van temperature at departure and arrival. Probe-temperature food at departure and on arrival. Both readings must be ≤5°C; log them. Hot transport Use insulated hot boxes (Cambro-style) pre-warmed before food is loaded. Food must enter the hot box at ≥75°C, and arrive at the venue at ≥60°C. Local councils have specific requirements for these — notify in advance where required, and ensure the setup includes: Hand-washing stations with potable water, soap, and single-use towels — separate from food prep sinks. Refrigerated storage (mobile cool rooms, fridges, or insulated boxes with active cooling) sized for the menu. Hot-holding equipment capable of maintaining ≥60°C through the service window. Probe thermometers and temperature logs. Cleaning chemicals, sanitiser, and a dedicated waste pathway. Allergen-segregated service stations with separate utensils per dish. Buffet and self-service Buffets are inherently riskier than plated service. Apply the four-hour rule rigorously: any potentially hazardous dish on a buffet for four hours must be discarded. Many caterers operate a 90-minute swap rule — a fresh tray replaces the on-buffet tray every 90 minutes, ensuring the on-buffet item never breaches the four-hour limit even if a guest takes a late serving. Plated service Plated service is safer because the time between plating and service is short. The risk is in the holding step — plates held in a cabinet for the kitchen brigade can drift out of temperature. Hold plates ≥60°C if hot, ≤5°C if cold; do not pre-plate desserts more than 30 minutes ahead of service for cream-based items. Allergen Management at Events Events are where allergen disasters happen. The customer profile is unknown, dietary requirements arrive late, and service volume is high.
